WHAT'S HAPPENING WITH THE QMS?
PE's QMS has been quite busy since the publishing of the last newsletter. PE has now fully migrated over to SharePoint® from Google! We'd like to give a big thanks to Ken Burger who assisted with Program Management support following the retirement of Business Group Director and Advisory Panel Member, Jim Riordan. The Advisory Panel continues to have regular meetings to discuss the progress of the QMS, implement continuous improvement methods, and monitor both internal and external customer feedback via the CAR/PAR process. As we prepare for our annual External Audit, we remind everyone that the auditor can approach any PE employee to ensure that we are providing information about the system. Please be sure to review the QMS Site regularly for updates and changes, visit the QMS Resources page to check out the FAQs, and keep your eyes open for this newsletter. AUDITOR UPDATES
The ISO 9001:2008 standard requires PE to audit all relevant areas within the QMS a minimum of once annually. The Internal Auditors are continually working to finalize these audits and begin horizontal audits in the near future. Auditees can help ensure they have a smooth and productive audit by regularly reviewing their department's procedures, work instructions, and forms. Since May 2016, the following Internal Audits have been conducted:

  • Program Management- June 2016
  • Contracts- July 2016
  • Executive Management- August 2016

    CORE 4 (C4) UPDATES

    THE TOP FAQS
    Q: I'm new to PE, what is it that I need to know about the QMS?
    A: During orientation, you were given an overview of the QMS. Your manager will go into further details about the information you need to know. If you have specific questions, contact the ISOCore4@patricioenterprises.com.
    Q: What exactly is the QMS and why do I need to know about it?
    A: The QMS is the Quality Management System that PE implemented to track continuous improvement and develop repeatable, streamlined processes. As an employee, you are required to know and understand specific tasks within the QMS.
    Q: I have a suggestion about a form/process, what should I do?
    A: We rely on your feedback and support to continually improve our Quality Management System and its processes. Please submit a PAR (Preventive Action Request) so that we can review and possibly implement your recommendation. The PAR Form is located on the QMS Site under Forms>FM406 CAR & PAR Form. Don't worry, names are not recorded on the document!
    Q: I'm planning on mentioning PE's ISO 9001: 2008 certification in a document. What are the rules for doing this?
    A: Check out our "Rules for Use of Logos" presentation located on the QMS Site under "QMS Resources>Management Tools."
    Q: I was selected to an internal audit. Where do I find additional resources to help me prepare?
    A: View the QMS Resources pages and you will find an icon that says "Internal Auditor Tools." This will provide you with the information needed to prepare for the upcoming audit. If you still have additioal questions, please contact the Core 4 Team.

    Here are some important events of which employees should be aware. Additional information is available on the QMS Site.
  • The CAR/PAR Form has been revised to add a workflow process for easier submission and tracking
  • GFE requirements have been added to the PM Procedure
  • The Quality Objectives and Quality Statement are now two separate documents (QP001, QP006)
  • 90-day Evaluations must be completed by managers for all employees
  • PMs must keep track of customer feedback (positive/negative)
  • The Nonconforming Product process has been merged with the Corrective Action Process
  • PE is working on a new Purchasing process
  • Departments must communicate changes to their processes/procedures. This can be done via all hands and by having the C4 post an announcement to the QMS Site

    What's Happening with the QMS?

    PEs Quality Management System (QMS) continues to evolve. PE maintains ISO 9001:2008 compliance through internal audits, corrective and preventive actions, control of QMS documentation, and company-wide communication through the use of our QMS site, training and this newsletter.

    CAR/PAR training was held in February for Business Group Directors and Department Heads covering instructions for form submittal, the review process, and root cause analysis.  As a result, we've received increased feedback through submission of CAR/PARs leading to continues QMS improvement. CAR/PAR training is located on the QMS site.

    ISO Auditors

    Internal Auditor Training will be held 13-14 April. If you'd like to be an internal auditor and participate in the training please contact the Internal Audit Coordinators, Sarah Clemente and Carrie Lynch, at ISOCore4@patricioenterprises.com.  All those interested must have prior approval from their PE supervisor.

    The IACs are diligently working to plan the next round of internal audits. The internal audit process kicked off in March with reviews of the Human Resources and ISO Management Representative procedures. Auditees can help ensure they have a smooth and productive audit by regularly reviewing their department's procedures, work instructions, and forms.

    What's Happening with ISO?

    CONGRATULATIONS! Hard work really does pay off. PE has officially obtained ISO 9001:2008 Certification on December 14, 2015!  The Stage 2 external audit was conducted November 16-19, 2015.  Both Nonconformities and Opportunities for Improvement (OFIs) were identified. PE worked diligently and efficiently to submit mitigation plans to assist in process improvement which led to certification. 

    Of the OFIs recommended, PE is going to make a major change to the ISO Site in the near future. Instead of referring to it as an ISO Site, it will be changed to the QMS Site by March 2016. What is QMS? It's PE's Quality Management System.

    Now that we are certified, we will continue to grow as a quality-centered company. As always, we embrace continual process improvement which requires your feedback and support. Should you come across something that you think could be improved, please let us know! You can submit a Corrective Action Request (CAR) or Preventive Action Request (PAR), FM406.

    ISO Auditors

    December ISO Auditor Training has been moved to January 2016 to accommodate for more participation. Contact your Program Manager (PM) and/or Training and Information Coordinators (TIC) if you are interested.

    We want to thank everyone for the hard work and participation in making the Stage 2 External Audit a success.  Your support is greatly appreciated and necessary. We look forward to your continued involvement during our next round of internal audits in 2016.

    What's Happening with ISO?

    PE is closing in on ISO certification. All departments participated in ISO training and internal audits throughout September - October 2015. All the hard work has paid off with the successful completion of PE's Stage 1 External Audit which occurred on October 26, 2015. Stage 2 will last for four consecutive days and is being conducted November 16-19, 2015. All employees must continue to familiarize themselves with the site as you can potentially be approached by any member of the ISO Team, Executive Management and the external auditor throughout this process. We also embrace continual process improvement, so should you come across anything that you think could be improved, please let us know! You can submit a Corrective Action Request (CAR) or Preventive Action Request (PAR), FM406.

    Oops! You Missed It

    September and October have been very busy months for ISO. Internal audits were conducted on each Department in preparation for Stage 1 of PE's external audit.

    Each one of these events yielded great outputs and provided opportunities for improvement (OFI) which have been reviewed, discussed, and may be implemented in the future.  

     

    What's Coming Up?

    Stage 2 of PE's External Audit will be conducted November 16-19, 2015.  Please be prepared!  During the audit you may be approached and asked questions. Please review the "Auditor Tips" document previously sent to all employees on October 22, 2015. This is also located on the ISO Site under Section 7.0, Training (Corporate), and posted in the common areas of Building 1000 and 525. At the conclusion of Stage 2 PE will be notified of Certification status.

    The ISO Team and Executives are planning an ISO Brown Bag within the next few weeks to cover any last-minute ISO questions and to provide a final overview of things you should know.

    STAFFORD, Virginia –– Patricio Enterprises, Inc. (PE) is pleased to announce its award of two task orders supporting the Defense Logistics Agency's mission to provide operational support in Kuwait and Jordan for humanitarian efforts.

    The Defense Logistics Agency (DLA) and DLA Distribution have a requirement for the contractor to provide Contractor-Owned-Contractor-Operated (COCO) storage and distribution operations in Jordan with local delivery requirements to two areas within Jordan. The primary mission is to provide support to operations within the USCENTCOM Area of Responsibility (AOR) supporting humanitarian efforts. The majority of the deliveries will be to two Non-Government Organizations (NGOs); the United Nations Children's Fund (UNICEF) and United Nations High Commissioner for Refugees (UNHCR).

    PE will be providing the same COCO and distribution support in Kuwait with local delivery requirements within Kuwait and in Iraq. The World Food Program (WFP) has the responsibility for receiving all material delivered from DoD. It is anticipated the majority of the deliveries WFP will identify to receive DoD material are the United Nations Children's Fund (UNICEF); International Organization for Migration (IOM) and United Nations Population Fund (UNFPA). However, there are a total of 33 organizations that may be identified by WFP as the receiving organization.

PdM AAS weapons product lines requiring this support are Saber, Tube-launched, Optically-tracked, Wire/Wireless-guided launcher (TOW) M220 TOW launcher and missiles, Shoulder-launched Multi-purpose Assault Weapon (SMAW), and Javelin. In addition to the primary weapon systems of PdM AAS, program and equipment support will be provided for all associated training equipment and integration efforts.

    What's Happening with ISO?

    PE is one step closer to ISO certification. The Departments have worked diligently to get documents (Procedures, Forms, and Work Instructions) finalized and uploaded to the ISO Site for you to view. The link to the PE ISO 9001 site is:

    August will be a trial and error period where all employees are expected to familiarize themselves with the site. We are always looking for ways to improve so during your review of the site, should you come across anything that you think could be improved, please let us know!     Effective September 1, 2015, all employees and managers will have received appropriate training to be able to obtain any necessary information from the ISO site. Remember, many of these processes aren't new; they're just being reinforced.

     

    ISO 9001 Auditor Update

    We want to give another thank you to those who participated in any ISO 9001 Auditor Training and subsequently volunteered to assist with internal audits. Your support is greatly appreciated and we look forward to your continued participation during our next round of internal audits which are tentatively scheduled for September 2015. 

    July was a very busy month for ISO. Each Department conducted an ISO brief during which the Advisory Panel was advised of each Department's progress. The last Internal Auditor Training was successfully conducted and we were able to complete our first successful Program Management (PM) audit!

    Each one of these events yielded great outputs and provided opportunities for improvement which have been reviewed, discussed, and may be implemented in the future.  

    What's Coming Up?

    August is the month that the ISO Orientation is being held. All are allowed and highly encouraged to participate in the training. There will be an overview of ISO which will provide a live demonstration of how to access information stored on the Site. The Training conducted by the departments will be a maximum of one hour each and is targeted to Program Managers, Business Group Directors, Site Supervisors, Team Leads, and anyone who has management responsibility.    

    This is an opportunity for you to ask any questions you have to each department about their processes, procedures, or forms as they relate to ISO. The orientation will provide invaluable information that all employees will be expected to know in the event of an audit. Please remember to check the ISO Site and read the newsletter to make sure you have the most accurate and updated information about ISO. The training dates and times are provided below. The sessions will be recorded and dial-in information can be obtained from your respective BGD for those who are unable to attend in-person.     The PdM EPS office is managed by a Tier 1 Integrated Product Team (IPT). The Tier 1 IPT is comprised of a Product Manager (PdM), the Assistant PdM for Engineering and Logistics, the Contracting Officer, the Financial Management Lead, and three Team Leads. PdM EPS is comprised of three main teams: the Advanced Power Systems (APS) team, the Utilities team, and the Engineer Support Equipment (ESE) Water & Fuel team. PdM EPS is responsible for the total life cycle management to include all technical and business requirements associated with current and future USMC APS, Utilities, and ESE and related programs. This includes research and development, testing, procurement, and fielding of new combat capabilities; as well as the sustainment/modernization of legacy assets.

    What's Happening with ISO?

    ISO is coming along at a great pace. We're working on fine tuning the Procedures, Work Instruction and Forms that have been created by the departments. As changes are being implemented, they are begin routed through PE's Document Control Process before being uploaded to the ISO Site. Remember, all employees are able to view the information (Procedures, Forms and Work Instructions) as well as make recommendations on process improvements. This can all be done through the ISO site.     ISO 9001 Auditor Update

    A big thank you to those ISO 9001 Auditors who volunteer to help lead the most recent two audits to success for Finance & Accounting and HR. You all did an amazing job! 

    For those individuals who are interested, we do plan to hold one last ISO Training July 23-24, 2015. Please be sure to communicate your interests to Carrie Lynch, Sarah Clemente or Marquitta Harris. Remember, participation will require supervisor approval.   

    We were able to successfully complete internal audits for Finance & Accounting, Corrective Action, HR/Recruiting, and Document Control. Again, all areas did a great job of documenting their activities and providing evidence of their processes (which is a requirement of ISO). We were able to identify some Opportunities for Improvements (or OFIs) in Finance & Accounting. We are always looking for ways to make the company more efficient. A big THANKS to everyone who participated and openly answered our questions. All audit results are on the ISO site under Section 6.1.

    We also had our first ISO Management Review Meeting! The Meeting Minutes are on the ISO site under Section 6.1.

     

    What's Coming Up?

    July is a time of action for PE and ISO! Following the holiday, we have briefings scheduled for each certifying department to brief the Advisory Panel on the processes, procedures, forms, and work instructions. The Advisory Panel is a team of PE employees who provide Corporate guidance to the IMR and the Departments for ISO. The panel will provide feedback, ask questions and make recommendations for improvement if necessary.

    There's also a MANDATORY ISO Auditor Meeting scheduled for all individuals who have already completed ISO 9001 Internal Auditor Training. While you should have an invite already, if not, please contact me immediately at 703-291-5034 x 2014.

    As we move into the next phase of ISO implementation, we will hold one final ISO Auditor class. Please contact us immediately if you would like to attend. Keep in mind that when called on to conduct an audit, it is to be treated as a priority. 

    Lastly, we will wrap up July with our final internal audit of Program Management. All participating BGDs and PMs should have received an invite along with the required procedures by now. If not, please contact me immediately.

    Anyone interested in reviewing any of the Policies, Procedures, Manuals, Work Instructions, Forms or Audit Data that has been compiled to date can do so on the ISO site.

    In August, the certifying Departments, the Core 4 and the IMR will be working to plan a MANDATORY ISO Orientation. The purpose of the orientation will be to give employees an overview of what changes have been made, what the impact will be to you, how you can get even more involved, and how the entire ISO process has been integrated into PE.

    It will also be an opportunity for you to ask any questions you have to each department about their processes, procedures, or forms as they relate to ISO. The orientation will provide invaluable information that all employees will be expected to know in the event of an audit.     We are so excited to have completed our Security and Contracts Audits which took place in May. We found that the departments did an excellent job of documenting their activities and providing evidence of their processes (which is a requirement of ISO). Most importantly, we were able to identify a few opportunities for improvement in both departments! We are always looking for ways to make the company more efficient. Again, this is a work in progress. Thanks to Lisa and Jerome for being involved and for welcoming the suggestions of the ISO Auditors. We're confident they'll do great when the external auditor arrives in the coming months.

    What's Happening with ISO: Even when it's not visible, something is happening with ISO every day. The ISO Certification process helps standardize the way departments within PE operate and creates uniformity. How many times have you been instructed to complete a task to later find that the way it should have been done was changed and never communicated? We've all had this happen to use at one time. To prevent situations like this from happening, PE is implementing ISO in the most vital departments that potentially have an impact on everyone. PE's core departments (HR, Security, Finance, Contracts, and Program Management) are working to create departmental procedures that will further define their daily operations.  

    This will be beneficial for you as PE employees because you will have an opportunity to view the procedures and work instructions once they are created. It will be an opportunity to see how the departments work together for operational efficiency. You will be able to provide feedback to these documented procedures and suggest improvements to the processes. This part of the ISO Certification process can be the most tedious but also the most rewarding! 

    ISO 9001 Auditor Training Update: On March 3-4 2015, PE successfully held internal Auditor Training. This training was open to all employees.  If you were unable to attend, don't worry. There will be one final class held in the June/July time frame. For those who participated, thank you!     What does ISO mean to us? 

    ISO stands for International Organization of Standardization. PE began the ISO Journey in September 2014. Essentially, obtaining ISO Certification would mean that PE has implemented a Quality Management System (QMS) that has effective, repeatable processes. In instances where it is not effective, we implement changes to fix problems through a structured system. Sounds easy, right? Of course!

    PE's employees are a major resource for this certification as it is you and Management who set the requirements for how we manage both information and the QMS. It's not hard at all. As we all work together to implement this new system, we are finding out what we need, what we have, and filling in the gaps along the process. We call this "gap analysis." When you're thinking about "needs," don't just look at job skills; think about the business, awareness, training, and so forth.

    ISO 9001 Auditor Training

    In early March 2015, PE will be holding internal Auditor Training. This training is open to all employees. You must obtain approval from your manger to attend. This training will provide attendees with an understanding of the philosophy and principles of the ISO 9001:2008 standards which are recommended to perform Quality Management Systems audits. The trained individuals may be required to assist in auditing various departments within PE once ISO 9001 certification has been obtained.     The Stafford Board of Supervisors approved nearly $51,000 in technology zone incentives to Patricio Enterprises. The incentives will be paid for by the Stafford Opportunity Fund and will go toward the company's new headquarters at the Quantico Corporate Center. 

    The board adopted technology zone incentives in 2010 as an economic development tool, said Deputy County Administrator Tim Baroody. This is the first award as the county tries to attract more businesses through its Economic Development 10 Point Plan. The incentive granted was for $50,728. The board voted 7-0.

    On Monday, 26 August 2013, Richard A. Cobert, the Business Development Administrator for Economic Development and Tourism for Stafford County presented the incentive check to PE's President, Gabe Patricio.

    For the second time in the last four years, the Center for Veterans Enterprise (CVE) verified Patricio Enterprises, Inc (PE) as a Service-Disabled Veteran-Owned Small Business (SDVOSB).     STAFFORD, Virginia –– Patricio Enterprises, Inc. (PE) announced the grand opening of its new headquarters location at 525 Corporate Drive, Stafford, Virginia at the Quantico Corporate Center will be held on May 11, 2012. In celebration of the grand opening, PE will host a ribbon cutting ceremony at noon, followed by a reception and open house through the afternoon.

    The 30,000-square-foot, three story building features multiple conference, work and collaboration spaces. The building and land are owned by Patricio Group, LLC. PE's headquarters occupies half of the space available in the building. The first floor is under lease to the University of Maryland University College which plans to occupy the space this summer after the build-out phase is completed.

    PE President, Gabe Patricio, announced in October 2010 that PE's future headquarters would be located in the Quantico Corporate Center at Stafford, VA. On March 17, 2011 construction began with the traditional groundbreaking ceremony. According to Patricio, "All hands will be on deck on April 16, 2012," referring to the transition of all personnel from various Stafford locations and consolidation of operations at the new headquarters facility.

    Patricio said the decision to operate and to build in "business-friendly" Stafford County has been an intentional, strategic decision since PE's founding. PE operates in nine states across the U.S., Washington, D.C., Germany, Afghanistan and Japan with approximately 270 employees.

    May 25, 2011 marked the one year anniversary of the start of PE's support to 2nd Medical Logistics Company under the leadership of Mr. James Carter, the 2nd MedLog PE Team Lead. Over the past 12 months, the PE staff has mastered every aspect of Class VIII Management to include management of pharmaceuticals, building AMAL/ADAL blocks, management of expiry items and repair and calibration of Biomedical Equipment. Mr. Carter and his team have developed and implemented new warehouse management policies and procedures which have greatly streamlined the workflow at 2nd MedLog. Additionally, the PE team at 2nd MedLog Company has developed a high level of proficiency in DMLSS with two employees in particular whose knowledge, skills and abilities in DMLSS. Two employees are DMLSS Subject Matter Experts. Their expertise and advice is frequently sought by 2nd MedLog active duty staff.

    STAFFORD, Virginia -- Patricio Enterprises, Inc. (PE) is pleased to announce its award of a Defense Logistics Agency (DLA) Distribution labor contract providing distribution support as required. The total contract ceiling value is approximately $42 million over five years.

    The awarded contract will serve DLA Distribution's needs for distribution labor services for temporary, intermittent support of the DLA and DLA Distribution mission. PE will support excess workload due to surge in order to avoid any degradation to the DLA mission and provide a "stop-gap" measure for unforeseen, unplanned situations that the DLA Distribution's current workforce cannot absorb.

    Support could be required at any of the DLA Distribution locations within or outside of the continental United States. The task order value is over $8.3 million, if all three option years are exercised, and over $1.7 million for the base year.

    The Department of Homeland Security established DNDO in 2005 to integrate all programs relating to nuclear detection research, nuclear forensics, development, test, evaluation, assessments, acquisition and operational support. The DNDO’s objective is to improve the Nation’s capability to deter, prevent, detect, report, and respond appropriately to unauthorized attempts to import, possess, store, develop, or transport nuclear or radiological material for illicit use.

    DHS awarded PE and nine other companies with an indefinite delivery, indefinite quantity contract in 2009 under PACTS - Functional Category 2. Task orders solicited and awarded under Functional Category 2 primarily consist of providing a range of day-to-day office administrative services, such as financial planning; billing and recordkeeping; personnel; and physical distribution and logistics for others on a contract or fee basis.
